A new focal point is surfacing for Russian oil’s ship-to-ship (STS) transfers. The ratio of rendezvous in this area throughout 2022 was barely one per month. However, according to data obtained from Windward, there has been a drastic escalation of 400% in the current year.

Deception through Navigation System Manipulation

Simultaneously, Windward’s tracking systems picked up significant spikes in instances of manipulation concerning global navigation satellite systems in the same vicinity. Such occurrences hint towards a strategic ploy, underlining the importance of this newfound hub.

Fleeting Focus: From Ceuta and Senegal to the Future

Windward’s report on Russia’s covert fleet for Q3 hinted at a considerable downturn in similar activities in previously hot zones like Ceuta and Senegal. As media attention gravitated towards these areas, meticulous data showed a decline of 70% compared to their thriving stages in Q2.

Surge in Meetings at Mersin and Malta Hubs

In contrast to Ceuta and Senegal, certain other hubs experienced a surge. Interestingly, the Mersin and Malta hubs reported a significant increase in rendezvous, by 37%, 33%, and 28% respectively.

Malta’s Resistance to Sanctions on STS Operations

Malta, a member of the European Union, was observed to openly oppose the 11th set of sanctions which specifically target STS operations. Such a stance in the midst of rigorous norms has raised eyebrows across international circles.

Through this article, we aimed to present a comprehensive examination of the changing dynamics of STS transfers of Russian oil, from the rise of a new hub to noticeable trends in navigational deception and resistance.
